The mission of America’s war colleges is to educate senior military officers in both the ways of war and the defence of peace. But are these colleges doing the best job possible in carrying out that important mission? Military education faces many demands, including a lack of preparation by the students, uneven quality of the faculty, and confusion over the curriculum. Many officers attend resident programs at the war colleges programs against the career advice of their leadership, despite the fact that they are virtually guaranteed graduation after less than a year of study, while others do their best to avoid it entirely. As the professional military education system has come under increasing scrutiny and criticism, some have even called for closing the war colleges. That answer, however, does not serve the United States well, especially in a complex, globalized environment, where military leaders need the best specialized education to prepare them for their future challenges. This volume examines the system that created and supports the perpetuation of this system, and why it is imperative that it be fixed.


Written by a faculty member at a military college with twenty years' experience of the PME system, this book will of much interest to students of the US Military, US politics and military education in general.

About the Author

Joan Johnson-Freese is Professor of National Security Affairs at the Naval War College in Newport, Rhode Island. She served as department chair from 2002–10, and has taught in professional military education programs since 1993. She is also the author of several books on space security.

The Problem is Academic

Having taught at the National Defense University, I looked forward to reading this book. Unfortunately I found it did not really address the very real challenges affecting strategic joint professional military education, and generally magnified its shortcomings. I got the impression that the author's scholarly sensitivities would be mollified if the Master's degree were not awarded upon completion. It would not be greatly missed. Many officers already possess an advanced degree on entering the program, and is not central to careers. They come to receive the vocational certification for the required joint assignment imposed by legislation. Any thoughtful and serious reforms in JPME can only be achieved by a long overdue, top-down review starting with the Goldwater-Nichols Act and its mandates, which leans heavily on education to achieve its goals. However, the very real world of operational necessity, not education, has accelerated active and working inter-service synergies and cooperation at all levels. The law needs to take into account the record of the past quarter century and accordingly revised.

What is the problem?

The author takes the position that America's senior military schools are not using "academic" processes and procedures. She makes a very good case that these war colleges are not like civilian academic institutions. She is quite correct about this.

What is missing is, "Why is this a problem?" She does little or nothing to explain the harmful results. The nearest she comes is to state that the degrees received "lack credibility." Lacks credibility to whom and why? The books needs examples of results. Results that illustrate harmful effects that come from this different method.

Results are what are important, not methods.

Military Education?

This book is a short analysis of the military education system from the highest level; the war college. That is the schools that Colonels attend so they can check the block and become Generals. Most people won't have any interest in the book. Some might like the book if they work in the military or in military education.

This book has a very narrow audience. It addresses the issues unique to the higher levels of military education. I liked the discussion about the role of education vs. training. However most of the book evolves into a gripe list on the Naval War College. I am sure the complaints are very valid in the context of the school house. Those presentation of the issues does start getting your mind thinking about the process. That wont' be enough. I doubt the issues will mean much to those outside of the college who don't understand the overriding culture of the military.

The author's complaints do set the stage for an analysis of military education. It doesn't go far enough in examining the process. First, there are scores of other schools in the system that the book doesn't address. Theses schools start at the enlisted and junior officer level and go up. Each of the schools do go about their mission differently. The author doesn't explain the impact of the shortfalls. What is the impact from to easy of a course, grade inflation, or substandard faculty? There is an impact but most readers will miss it. The impact is we as a nation get leaders that don't think. They just act without much forethought. They don't understand the second and third order effects of actions on the environment. That creates things like the years in Iraq after 2003. (I know politicians suffer from that too)
